I'm happy to see that reconsideration of statewide map A5 is on the Commission's agenda for its 10/20 meeting. However, if this refers to the B5 HOD map, I'll point out that this map was posted on 10/1 and, therefore, could not reflect citizens' comments on the maps made at 8 virtual hearings held after 10/1.

Nelson County is a part of the Jefferson Madison Regional Library System, and the Blue Ridge Health District along with Albemarle County and the City of Charlottesville. Thus it seems reasonable to keep them part of the same district due to these important shared organizations.

I ask that you keep the Glen Allen area with Henrico County rather than drawing it inside of District 56 as shown here. The Democrat maps have removed this area from Henrico County in an obvious, deliberate fashion. The Chickahominy River is used as the County line between Henrico and Hanover. Yet, the Democrat options cross the Chickahominy to include a small Republican leaning area, disassociating that small portion of Henrico from all community connections it currently shares. I live in the Glen Allen Elementary School precinct area and know the communities very well. I ran for the House of Delegates as a Republican from this area in 2019 in what is presently drawn as District 72. It is obvious to me that the Democrat drawings are done to reduce the Republican impact of these two voter precincts in the purple area of Western Henrico.

Augusta should not be part of Albemarle county. The Blue Ridge Mountain is a big cultural border.

This map for Danville-Pittsylvania County is still unacceptable. Again, Pittsylvania County should be split north and south, not east to west. The three towns in Pittsylvania County (Chatham, Gretna and Hurt) should be placed in one House district, not Chatham being with all of Henry County-Martinsville. The southern part of Pittsylvania County including Bachelors Hall, Berry Hill, Mount Cross, Mount Hermon, Ringgold, and the City of Danville should be together within another House District.

The entire resort area serves as a community of interest. North Beach, South Beach, and Rudee precincts should always be in the same House district.

As with the previous maps, there is no reason this seemingly random part of Augusta county has anything to do with Albemarle County - it's the other side of the mountain! Take a real community of interest for Albemarle County like Lake Monticello and Northern Fluvanna County and cross county borders their instead of the other side of the mountains in Augusta county.

My portion of Henrico County is currently a part of HD56 with Louisa County and parts of Goochland and Spotsylvania counties. This area of Henrico is fully suburban and continues to experience significant growth and development. To be in a district with largely rural counties as we are now doesn’t make sense - our proposed inclusion in district 56 as drawn in the B5 maps doesn’t make any more sense. We would be included in a district with portions of Hanover and Caroline counties (both of which are largely rural). Further, the population in this area of Henrico is made up of 22% Asian residents. The A5 map keeps us in a district entirely composed of Henrico residents with 23% of those residents being Asian (A5 district 70). This B5 map carves out this area of Henrico and dilutes the percentage of Asian residents in HD56 even further to just under 8%. Even the adjacent district proposed on this map, HD65, will only have an Asian population of 18.8%. By putting this part of Henrico with Hanover and Caroline counties in HD56 you are carving out a small section of a highly suburban community and pairing it with dissimilar rural communities while simultaneously diluting the Asian population in western Henrico.

This drawing is closest to being adequate. The natural west end of the Rosslyn-Ballston corridor should be Glebe Road and the southern boundary being Pershing Drive. That segment should be transferred from District 2 to 1. To add to District 2 population, you could add Bailey’s Crossroads as is done in the Republican drawing, and on the northwestern area, continue the district to the areas south of Washington Boulevard and west of Sycamore St. If starting from scratch in Arlington, I would have started with the Metro corridors as the baseline. Metro’s Orange Line from Rosslyn to Ballston and National Landing on the Yellow Line have continuity through Arlington Cemetery and constitute exactly your target population of 86,000. This would adequately address the problem of non-representation of renters and condo owners. The remaining 2 districts would evenly split between the middle marker of Route 50 to delineate between north and south Arlington, keeping intact Columbia Pike as some commenters have mentioned. Arlington is the densest county in the Commonwealth. For that reason a lot of people live in high rise buildings. Demographically, 2/3s of our population are renters and almost 75% multi-unit building residents meaning people living in condos or apartments. Based on these drawings, the other 25% of our population who is wealthy enough to own a single family home would likely win every seat in the currently drawn districts due to the Metro corridors being fragmented. This is discrimination based on income and housing status for the majority of Arlington’s population -- multi-unit building dwellers.

It may not be an incorporated town, but it behaves as one with a large July 4 parade, 9/11 memorial, Halloween parade and town center trick-or-treating, a town Xmas tree lighting event, etc. Great Falls is in one HS pyramid, and has one current Delegate and one current state Senator. This map will split Great Falls elementary school districts and neighborhoods into 2 HOD maps. This is the only NOVA proposed district that crosses county lines. This district would necessitate the Delegate to represent 2 counties, 2-3 HS pyramids, 2 BOS constituencies, with 2 state Senators overlapping. None of the proposed Senate maps cross the Fairfax/Loudoun County line like this one does.

I currently serve the House district that includes Charlottesville and Albemarle. My comment is not about that district, but the surrounding districts in our region. I've attached a picture that may help combine the feedback you've been getting from our residents. There are two consistent themes: (1) Dozens of Albemarle residents have asked you not to split their county into three seats. (2) Dozens of Nelson residents have asked you to keep Nelson and Albemarle together. These goals are not in conflict. Attached is a picture of Virginia's Metropolitan Statistical Areas. You'll see that our MSA includes Albemarle, Charlottesville, Buckingham, Fluvanna, Greene, and Nelson. These are all people who live, work, and play together in our region. Albemarle, in particular, has its civic and economic institutions rooted in Charlottesville. Tens of thousands of County residents work in the City every day. The County courts and offices are even in the City. It's also true that Albemarle is more connected to Nelson and Greene than Augusta. Albemarle, Nelson, and Greene all share an MSA, a Planning District, a Health District, a library system, and more. It would make more sense to combine Albemarle with Nelson (population: 15,000) or Greene (population: 20,000) than to cross the Blue Ridge Mountains and cut 16,000 people from Augusta. In short, the comments from this region point to two concrete goals: (1) Keep Albemarle together in just two House districts. (2) Combine the larger Albemarle district with Nelson or Greene. Staunton-Augusta-Waynesboro (SAW) is a separate metro area. (The Senate maps have respected this principle and the House maps should, too.) There is no reason to connect Radford and Blacksburg with rural Giles county. There should be more of a Montgomery County based district.
