Why would we separate Botetourt County into three different House districts? This is NOT a good map for the citizens of Botetourt nor the citizens of Bedford. Separating Botetourt County into three different House districts will almost certainly complicate our representation, and, in fact, minimize it, at the statewide level.

Why are we even considering this? This is not a good map for the citizens of Botetourt nor the citizens of Bedford. We are geographically separated by a mountain range, with the closest route between the two counties being Route 43 – a two-lane winding road over the mountain. This map splits Botetourt County into three separate districts. Separating Botetourt County into three different House districts will almost certainly complicate our representation, and, in fact, minimize it, at the statewide level. This is not in the citizen's best interest.

I ask that you keep the Glen Allen area with Henrico County rather than drawing it inside of District 56 as shown here. The Democrat maps have removed this area from Henrico County in an obvious, deliberate fashion. The Chickahominy River is used as the County line between Henrico and Hanover. Yet, the Democrat options cross the Chickahominy to include a small Republican leaning area, disassociating that small portion of Henrico from all community connections it currently shares. I live in the Glen Allen Elementary School precinct area and know the communities very well. I ran for the House of Delegates as a Republican from this area in 2019 in what is presently drawn as District 72. It is obvious to me that the Democrat drawings are done to reduce the Republican impact of these two voter precincts in the purple area of Western Henrico.

District consisting of all of Charlottesville and Albemarle County is critical because we share many of the same issues that other counties do not. Also many of the same constituents live in Greene County , Fluvanna ( mainly Lake Monticello area) or Nelson County. Adding the additional 12,000 constituents required to make a district could come from one or part of one of these counties. We elect delegates, representatives, and senators we trust to understand our counties and city well. This is not being done presently. Please see that this is done. It will also be less confusing for voters as to what district they actually belong to and who represents them.

Don’t divide Albemarle — oppose the Republican House of Delegates map! It continues the long practice of political gerrymandering. The very rural areas (further away from Charlottesville) of Nelson, Amherst, Greene and Orange have little community connection to Albemarle.

The SWVA districts are relatively compact but there are a few instances where “communities of interest” have been improperly and unnaturally divided. The most obvious example is proposed House districts 97, 98 and 99. While the proposals vary, it is important to keep in mind that the I-81 corridor and the coalfields are very separate communities of interest. They always have been and anyone in either region would agree with that statement. For instance, Bristol, Washington and Smyth are natural links while adding Russell County to any one of those is not. Russell County is located within the Virginia Coalfield Economic Authority (VCEDA) and Cumberland Plateau planning district footprint and logically belongs with Buchanan and Tazewell Counties, while Bristol, Washington and Smyth are in the Mount Rogers planning district footprint and fit nicely together. Both examples are important to each region. A good example of the importance of this is proposed House district 100 where the district almost exclusively encompasses the LENOWISCO planning district footprint. District 100 has been nicely drawn. The current makeup of the 5th and 6th House districts is actually a very natural and logical way to split Smyth County. Smyth has historically been the connector from Bristol and Washington to Wythe, Bland, etc. The western portion of Smyth County is within the Virginia Highlands Community College (VHCC) footprint, while the eastern portion of the county is within the Wytheville Community College (WCC) footprint. VHCC also serves Bristol and Washington while WCC serves Wythe, Bland, Grayson, Galax and Carroll. Smyth, Wythe and Bland have also shared a library system over the years. Additionally, the high school athletic districts naturally group most schools in Bristol, Washington and Smyth together, while also grouping most schools in the coalfields region together. Smyth and Washington also share and Industrial Facilities Authority with one another. The proposed districts can be easily changed to accommodate these communities of interest. The proposed 99th could encompass Bristol, Washington and the western half of Smyth. The proposed 98th could then encompass all or most of Russell, which makes geographical sense. The proposed 97th could then add Bland to what is being proposed. There will be almost no change in the partisan makeup of the districts, but they will be much more in line with what folks in the region know, love, and expect.

You have placed a small portion of northeast Augusta County with a region to the east for which there is NO relation in thinking or needs between that east of the Blue Ridge and that small portion of Augusta County. Further, I suggest you keep Albemarle (and Charlottesville) together as a community of interest. Everyone in Albemarle shares economic and cultural ties to Charlottesville and the University of Virginia. There is little question this is the relevant "hub." It is also clear that there is no real need to divide Albemarle to get districts of equal population; again, this is simply gerrymandering. There are more legitimate ways to complete the 2nd Albemarle district.

Lake Monticello is more a community of interest to Albemarle County than the remote parts of Augusta County that are tied to District 81 that go all the way to Weirs Cave. Please Add the attached portion of Fluvanna County to District 81 Instead and make Charlottesville's District more of a radius around the city.

As a 15 year resident of Greene County, I object to the boundary lines of district 69 that the B4 statewide HOD map proposes. This proposed district includes all of Greene County, much of Rockingham County and part of Page County. The bulk of the land of this proposed district is in Rockingham and Page Counties, both of which are separated from Greene by the Blue Ridge Mountain. I object to this grouping for the same reasons other residents in counties on the eastern side of the Blue Ridge have objected to being grouped with residents in counties on the mountains’ western side. Greene County residents have more common interests and ties to residents, employers and businesses in Albemarle County which borders Greene to the south than they have with either Page or Rockingham.

This House District map is better than the previous versions, so thank you for those fixes. However, the House District map still needs some tweaking for Danville-Pittsylvania County. This map splits Pittsylvania County west and east when Pittsylvania County should be split north and south. The three towns in Pittsylvania County (Chatham, Gretna and Hurt) should be placed in one House district. The southern part of Pittsylvania County including Blairs, Bachelors Hall, Berry Hill, Mount Cross, Mount Hermon, Ringgold, Twin Springs and the City of Danville should be together within another House District.

B4 District 13 should include Sideburn Precinct – Ox Road is a major thoroughfare and neighborhoods east of it associate more with Kings Park West. For example, the current map splits the Blue Oaks area, which includes Robinson Secondary School. It should be included wholly in District 13. Similarly, the Middleridge neighborhood east of Ox Road shares more in common with Kings Park West than the sparser neighborhood of Station Hills to the southwest. Adding Sideburn increases the current population to 92,091 however; this increase could be offset by *removing* Hummer precinct, adding it instead to District 6 under this plan. Hummer precinct is east of the 495 “Beltway” and shares little in common with everything west of it. In other words, Hummer precinct is bordered on the west by a multi-lane freeway and shares more social, economic, and civic interests with the Annandale and Holmes Run areas. Lastly, this helps with compactness. I’ve attached Current and Proposed changes

Separating the Rosslyn-Ballston corridor like this between 4/5 is not in the best interest of renters or that transportation node. Add areas north of 10th st & Wilson Blvd that are east of Glebe Rd into District 1. If extra population is needed in district 2, bump the north western section to run straight up to up Washington Blvd in areas west of Glebe.

Both plans split the Rosslyn-Ballston corridor an easily walkable neighborhood, into two districts. Both plans separate Lyon Park from Clarendon. Both plans split Virginia Square and Clarendon. I think there is an obvious community in the Rosslyn-Ballston corridor. The splitting of Rosslyn-Ballston and it's walkable neighborhoods end up splitting the Columbia Pike corridor too. Neighborhoods north of Route 50 that would naturally walk to Ballston are put in district 2, causing neighborhoods like Alcova Heights and Barcroft to be separated from District 3.

There is no reason for District 81 to dip into rural areas of Augusta County. District 81 around Charlottesville should just be the immediate radius around Charlottesville that get it closer to the target population and the surrounding area in Albemarle should be the rest of District 81. If district 81 needs additional population to bring it to target from surrounding counties please take the Northern most precincts of Fluvanna County, most specifically take Lake Monticello which is a bedroom community of Charlottesville that is a community of interest for Charlottesville-Albemarle. In Fluvanna we for the most part work, shop and get our medical care in Charlottesville-Albemarle and it makes more sense to connect us to District 81 than to combine us with the rest of District 77 which are areas that we have NOTHING in common with. Take out Fluvanna from District 77 or at least Lake Monticello and take all or a greater portion of Powhatan County which this map splits.

This map dilutes minority voting strength in the Herndon area by pairing it with nearby Reston. The two populations are distinct racially, economically, socially, and civically, and this district will not permit minorities in this proposed district, particularly Latinos, to fully participate in elections. *Additionally*, Reston - an established community of interest - is divided both in the north and the south, putting a 50 year old community in three HoD districts. As Chair of the Fairfax County Redistricting Committee I will note that this area of the county has and will continue to experience some of the highest growth in the region; the problems I describe for the populations today will only increase with time as under-way and planned residential construction continues apace. I strongly urge you to *not combine* Herndon and Reston in any map version

VCU and areas of the city north of Midlothian Turnpike don't have much in common with the suburbia that surrounds Falling Creek Reservoir along the city/county border.

Good job on the maps. For Roanoke City, District 92, the Crystal Spring precinct is more closely tied to the rest of the district than the East Gate precinct of Roanoke City. This would help keep this community of interest together.

I am commenting on Arlington's 3 districts. This B4 version still ignores the COI described by several residents in the Columbia Pike corridor. You have dissected that community by using Columbia Pike as the boundary. You must include neighborhoods north of the Pike. -- District 1 is North Arlington, but leaves out some neighborhoods such as Waverly Hills and Dominion Hills which are part of our Community. I am glad that the historically black neighborhood of Hall's Hill is no longer split into different House districts : that is a plus!
