I can't for the life of me comprehend why Petersburg, which is 75% Black, is put in the 5th district instead of in the 6th.

As a Bon Air resident, my comment is on proposed CD 6. In terms of grouping communities of interest generally, the grouping of Henrico, Richmond, and Chesterfield is entirely appropriate. Having said that, I disagree with the portions of Chesterfield included in the proposed district. To properly align communities of interest, all of North Chesterfield to the Powhatan line (including Midlothian) should be included, as residents in that area regularly commute to Henrico's west end and to the City of Richmond for jobs, healthcare, leisure, etc. In contrast, the more Southern parts of Chesterfield near Dinwiddie, Petersburg, and Hopewell should be excluded from any Congressional District focused on the urban and suburban concerns of Metro Richmond residents. The dividing line should should focus on the Chippenham Parkway, Route 288 and Hull Street in terms of drawing the southern border for the district.

CD #10 here is not 'compact' with a common economic 'coi'. The 'sausage-district' is drawn to split six+ compact adjacent localities of central-west Va with 'communities of interest' by SMAs immediately connected at the intersection of I-64 and I-81: Albemarle-C'ville-Augusta-Staunton-Rockingham-H'bg. Include I-81 south to Rockbridge-Lexington, I-64 to Allegheny-Covington, adjacent counties along the WV Line, plus "spoke settlements" in Botetourt, Nelson, Shenandoah or Page for population count.
